Banksy's mural titled "If Graffiti Changed Anything It Would Be Illegal," created in 2011, can be found on a wall on the corner of Clipstone Street and Cleveland Street at the end of a row of shops and next to the BT Tower. This striking artwork materialized overnight on Easter Monday of that year, featuring one of Banksy's iconic rats positioned beneath the bold red lettering, which declares, "If graffiti changed anything, it would be illegal." This phrase is a direct reference to a quote attributed to Emma Goldman, a prominent 20th-century political activist and advocate for women's rights, who once stated, "If voting ever changed anything, it would be illegal." The rat had red paint dripping from its hand and unusually there is a rendition of its hand print on the wall too. At the time of painting the color and detail on the rat was a cut above most of Banksy’s rat stencils.
Following its sudden appearance, a local campaign was initiated to preserve the mural, protecting it from potential removal by Westminster City Council. Presently, the artwork is safeguarded by a layer of Perspex, although portions of it have unfortunately fallen victim to tags and graffiti over time.
